Project description:

The project implemented by the Foundation in Support of Local Democracy (FSLD) and the Georgian Association of Local Officials (SATMA) was developed in response to the growing demand for training in many areas in the course of democratic transformations taking place in Georgia since November 2003. The project consists in sharing Polish experience in the methodology and provision of training and project management. It serves the purpose of improving the competence of Georgian employees of training and consulting institutions and organisations that render consulting and training services to public administration and NGOs. The effective transfer of knowledge and skills and, in the longer term, the shaping of the attitudes of training beneficiaries and consulting services as well as practical support for the foundations of the social dialogue depend to the large extent on the quality of trainers’ and consultants’ work.

 

 

Objectives:

•  Improving the efficiency of training offered by the Georgian organisation SATMA to public administration officials and the representatives of NGOs; and
 
•  Introducing project management methods into SATMA’s standards and practice.

 

Implementation:

•  Training for SATMA’s employees and partners in training methodology involving active teaching methods;
 
•  Training in project management;

 

•  Study tour of Georgian trainers/consultants to Poland .

 

The programme covered 30 trainers/consultants co-operating with SATMA.

 

Training of trainers entitled From needs assessment to evaluation. Active training methods.

Training objectives: learning and acquiring the skill of training involving active methods by following a practical step-by-step procedure from the training preparation stage, i.e. planning the objectives of training, its curriculum, developing tasks and exercises involving active teaching methods, to the training provision and evaluation stage.

 

Training entitled Project management

Training objective: learning the project management methodology – specifying project objectives, creating a timetable, budget, assessing the risk of task implementation and goal attainment, management of task quality, the principles of internal communication and co-operation of the project implementation team, project monitoring and evaluation.

 

 

Study tour of six Georgian trainers/consultants to Poland

The study tour agenda was prepared on the basis of the Georgian trainers’/consultants’ needs such as gathering materials and getting experience in two selected areas: “The best managed city: competition and ranking criteria in Polish practice” and ”Training/a course in economic development for the students of public administration”. Seminars and consultation sessions were organised in Białystok ( College of Public Administration ) and in Warsaw (FSLD) with an aim to present and summarise Polish experience in the two selected areas. As a supplement to training provided in Tbilisi , the study tour to Poland included the presentation of several additional methods applied in active training and in project management.

 

 

The Foundation in Support of Local Democracy (FSLD) is a non-governmental, non-partisan, independent and non-profit organisation. It has conducted its training and consultation activities addressed to local governments, NGOs and entrepreneurs in the area of developing local self-governance and public administration, building the civil society, socio-economic development, building local communities and supporting democratic changes in the countries undergoing political system transformations for sixteen years.

FSLD has a network of sixteen Regional Centres and branches, four Colleges of Public Administration, and the Polish Institute of Local Democracy. There are more than fifty trade clubs and forums for local government employees and representatives, which operate at FSLD’s Centres.

SATMA with its headquarters in Tbilisi was established in February 2004. Its founders include local experts and local government officials working on Georgia ’s social and economic development. SATMA’s activities focus on improving the standards and quality of work of local and regional governments and practitioners through the provision of training to appropriate specialists and the implementation of appropriate procedures; organisation of meetings, training sessions and conferences to extend the practitioners’ professional knowledge; implementation of the foundations of Good Urban Governance at the regional and local level in Georgia. The essential goal of SATMA’s operations is to support support regional and local development.
